The USDA Streamlined-Assist Refinance, Rule by Rule

The streamlined-assist is the lightest refinance in USDA's regulation, and one of the lightest anywhere. What it skips is as important as what it requires, so here is both, taken from the federal regulation itself rather than a lender's summary.

What the streamlined-assist skips

Under 7 CFR 3555.101(d)(3), a streamlined-assist refinance has:

No debt-to-income calculation

Your ratios are not recalculated, so new debts since you bought are not a barrier on their own.

No credit report requirement

The regulation does not require one. Your payment history on the USDA loan does the work instead.

No LTV or inspection requirement

No loan-to-value test and no property inspection requirement. If the value has dropped, it does not block you.

There is also no appraisal requirement, with one exception: Section 502 direct loan borrowers who have received a subsidy. Lenders may still require inspections or repairs as their own condition, and those costs cannot be financed into the new loan.

What it does require

An existing USDA loan

It is only for current Section 502 direct or guaranteed borrowers.

Income within the limit

Your household's adjusted income must not exceed USDA's moderate income limit, just as at purchase.

A clean 12 months

No defaults in the 12 months before the refinance application, and the account current for the 180 days before applying.

Same home, still yours

The loan must be on the same property, which you own and live in as your principal residence.

The rate rule and the no-cash rule

The new rate must be fixed and must not exceed the rate on the loan being refinanced. No cash out is permitted on any USDA refinance. The new loan cannot exceed the balance being refinanced plus accrued interest, the guarantee fee and reasonable closing costs.

The income limit is the requirement people forget. Household income that has grown past the limit since you bought can rule out the streamlined-assist, even with a perfect payment record. How it compares with USDA's two other refinance options is on compare the three options.
